El diálogo norte-sur : la segunda fase

Abstract

The first phase of the North-South dialogue is ending. This phase has been primarily concerned with demonstrating the need to radically change the existing world order. There is still a lot of discussion on this topic, but poor nations report that there is impressive and growing evidence showing the unfair treatment of current market structures. We are now reaching the threshold of the second phase of North-South dialogue, time when serious negotiations can and must begin. This article makes five specific proposals in this regard: establishing a declaration of principles, focus on the ends rather than the means, explore areas of common interest, contemplate the historical perspective that leads to institutional changes and, finally, establish concrete action plans.
