Abstract

This article examines the main challenges faced by public managers in the operation of hospital concessions, particularly in the Chilean context. It identifies issues that arise from decisions made during the awarding phase, highlighting their connection to risk control in contracts. Through a limited bibliographic review, the underlying causes of these problems are explored, and strategies for mitigation are proposed. The study focuses on the concession model known as “green coat”, which includes the concession of infrastructure and its maintenance, sometimes incorporating medical equipment and information systems. The conclusions emphasize the importance of enhancing the clarity and flexibility of contracts, promoting training, and fostering positive intercultural relationships to minimize conflicts. Additionally, it stresses the need to implement robust information systems that ensure transparency and data access, thereby improving hospital management.
