Using a quantitative and non-experimental approach with transversal design, this study examined the determinants and effects that membership of the SIS provides coverage of social protection and access to health services in Peru. A set of regressions for comparison groups were applied using statistical analysis software Stata 11. Empirical evidence was obtained from the estimation of a probit model’s set specifications for the determinants. The marginal effects of each variable of being affiliated with the SIS and access to public health services were estimated. The results indicate that the characteristics of possessing identity card, per capita spending and being underage, was the most important to be affiliated to SIS. Concerning access, we estimated that membership in the SIS had a positive effect on access to health services, especially to people on poverty situations and residents on the coast. It was recommended to check the status of people without affiliation to SIS that were below the poverty line, the supply of health services in remote geographical areas and the current gaps in access to hospital services.
