Analysis of an Aproaching Policy of the Early Childhood from the Institutionalism Centered on Actors Perspective

Abstract

This study analyzes, from the public policy implementation model of institutionalism focused on actors, the case of a public policy with a psychosocial component. For this, it specifically takes a public policy of Chile, Chile Crece Contigo (CHCC), which is a system of Integral Protection for Children, and within it the Support Program for the Newborn (PARN). The general objective is to analyze the effect that the particularities of the public policy implementation process, PARN, have on the technical field of the psychologist. A qualitative methodology is used to explore and describe the functioning of the networks of actors involved in the program implementation process. For this, documentary sources are studied and semi-structured interviews are carried out. This study concludes that there is a latent challenge of being able to contribute to the scope of this public policy from the conceptual categories and psychologist intervention forms, as well as the existence of a closed institutionality of the Program that limits the field of operation of the actors.
