Public policies influence in the organizational transformation of the mexican public university. The case of the UAEH

Abstract

Educational quality for the higher level has been the central axis of Mexican public policies of HEIs, where in the 1990s a process was designed that placed the need for university strengthening with proposals and courses of action on the public and government agendas, whose execution created favorable scenarios for the implementation of the Teacher Improvement Program, PROMEP (1996-2013) and with a long-term scope with the Teacher Professional Development Program, PRODEP (2014-2021). The influence of educational policies in HEIs is analyzed through the study applied to the UAEH, using a mixed methodology supported by a multiple case study, recovering both theoretical references to support the analysis and criteria of managers and academics with responsibilities around PROMEP. PRODEP that reflect opinions on the transformation derived from the implemented policies and their influence on academic capacity, scientific production, and competitiveness. It was found that public policies directly affect the work of universities, the productivity of academics, and the generation of knowledge.
