Creation of Delivery Unit as means to fulfill of Objectives in Peru: 2014-2021

Abstract

OECD recommends that Peru (2016) strengthen a Government Center with a Delivery Unit to achieve government priorities, establishing the article if such creation was organic, sufficient to meet government priorities and energize public management, or not; analyzing whether it responded to risks that could prevent the fulfillment of management commitments - government objectives - or simply, it turned out to be political voluntarism. Exploratory documentary analysis, qualitative and non-experimental approach, the qualitative technique Process Tracing and conceptual framework of the new public management, and National Policy for the modernization of public management were applied. It concludes the creation of the Delivery Unit obeyed political voluntarism, without generating minimum and sufficient tools to make functional its administrative attributes and competencies of hierarchical level at the highest level, necessary to achieve the generation of results where it was evident bottlenecks, resulting in such a Failed Delivery Unit process.
