The world faces several transitions, including one toward the digital society, with strong trends toward the dematerialization of its economic activities. These socioeconomic phenomena highlight the importance of the orange economy, the cultural sector, and intellectual production in promoting human development and well-being. Even though, this is a traditionally neglected and vulnerable sector that requires policy actions to consolidate and realize its potential. So, this research aims to analyze the public policy space and instruments aimed at developing the orange economy and the cultural sector in Costa Rica. To this, we utilize the interpretive method of public policy design, articulated in three analytical stages: characterization of the policy space, analysis of the coherence of the policy tools, and analysis of the consistency of the implementation style. We found a complex and interbureaucratic space, but with clear and articulated mandates, as well as instruments consistent in their means and ends, with a good procedural and substantive balance, but threatened by budget constraints.
