The research seeks to conceptualize the reproduction of the neoliberal conception of educational reforms under the dictatorship of Alberto Fujimori during the 1990s in the university counter-reform process approved by Parliament in the midst of the political and social crisis of the year 2022 in Peru. To this end, a new concept is proposed: neoliberal democratization. According to this concept, the neoliberal rationality interprets the democracy as a set of formal rules manipulated to maximize benefits according to individual and group interests. University counter-reform is a product of this neoliberal democratization, where politics and the dimensions of the democratization process are instrumentalized to legitimize a privatized democratic order.
