First municipal delivery unit in Chile

Abstract

This article analyzes the implementation of the municipal delivery unit of the Government Center of the Municipality of Maipú, created in 2021 in a context of financial, institutional, and service crisis. Inspired by the delivery units model developed by Michael Barber, the Government Center prioritized five strategic areas and established monitoring routines based on data, interdepartmental coordination, and technical support for municipal departments. The methodology evolved through participatory evaluations, the expansion of priorities, and the strengthening of internal capacities, including data governance, public innovation, and international partnerships. Between 2021 and 2024, the results included substantial improvements in security, water and road infrastructure, health, and revenue collection, along with a significant increase in external investment without a proportional increase in personnel expenses. In addition, there was a cultural shift toward planned, collaborative, and results-oriented management, recognized with national and international awards. The model contributed to the citizen support reflected in the mayor’s re-election with 70% of the vote and began to be replicated by other municipalities. The experience confirms the feasibility of delivery units at the local level as a tool for modernization, institutional strengthening, and the restoration of public trust.
