This study conducts a critical analysis of the design of the strategic process of communication and education for cultural change of the LGBTIQ+ public policy of Bogota (2021-2025), focusing on the assessment of its coherence, consistency and relevance. The research employs a qualitative approach that combines documentary review of institutional archives and semi-structured interviews with key actors, having as methodological design the critical analysis of the discourse; in addition, the ATLAS.ti software was used for the analysis of the information and the thematic analysis method was used. The main findings show that, despite the coherence between initial diagnoses and formal interventions aimed at protecting and making sexual diversity visible, significant challenges persist in terms of consistency and relevance to achieve a profound cultural transformation due to fragmented efforts and lack of inter-institutional coordination. Consequently, it is concluded that, in order to generate a true social and cultural transformation in Bogotá, it is necessary to territorialize the strategies, generate diagnoses with an intersectional perspective, incorporate everyday life as a strategic objective and guarantee the long-term sustainability of the actions.
