The Penitentiary Street-level bureaucracy and their role in the reintegration of imprisoned women: Perceptions from CCP Concepción

Abstract

In the interaction between the State and the users of public action, street-level bureaucrats (Lipsky, 2018) play a significant role in this relationship and achieving the objectives. In Chile, Gendarmería de Chile is responsible for the custody of individuals deprived of liberty, as well as promoting their reintegration. This paper seeks to analyze the role of street-level bureaucracy in its interaction with female inmates at the Centro de Cumplimiento Penitenciario (CCP) of Concepción. With the permission from the Biobío Regional Directorate of Gendarmería to access to the CCP Concepción and conduct semi-structured interviews with Gendarmería personnel who interact with incarcerated women. Taking street-level bureaucracy into account, this case study demonstrates an identification with women deprived of liberty, characteristic of a representative bureaucracy, which influences the use of discretion by these officials, benefiting reintegration processes in the context of weak institutional frameworks. At the same time, working conditions emerged as an emerging category of analysis, projecting their implications for the reintegration processes of the incarcerated population.
