Abstract

This paper examines the difficulties of research activities placement of PhD abroad students who have been awarded a scholarship by the “Programa Becas Chile” (2009-2019). Analysis of official documents and interviews are used to discuss the mismatches between public policy on advanced human capital training and the capacity of the Chilean system to absorb such capital. It is argued that low public and private investment in R&D may explain the difficulties observed. The study focuses on the subtlety of integration, not only by looking at public policies from a critical perspective, but also rescues the narratives of the graduates as an essential dimension to understand the retribution processes established by Becas Chile. It is thus proposed to rethink policies for the training of advanced human capital, so that it is effectively linked with R&D systems.
